EFCC Discovers Chinese-Operated Illegal Oil Refinery in Ogun State

The Economic and Financial Crimes Commission (EFCC) has uncovered an alleged illegal oil refinery operated by Chinese nationals in the Ogere area of Ogun State.

The discovery was made on Saturday, October 31, 2026, by operatives of the EFCC's Lagos Zonal Directorate 2 following intelligence reports and surveillance on suspected illegal sludge oil processing activities in the area.

According to the commission, the facility was deserted when its operatives arrived, although they discovered waste materials believed to have been generated from the refining process.

During the operation, investigators also found underground tanks suspected to have been used for heating and processing sludge oil.

Two of the tanks inspected contained substances suspected to be Automotive Gas Oil (AGO), commonly known as diesel.

Preliminary investigations indicated that the suspected operators sourced sludge oil, popularly called black sludge, from Warri in Delta State and Port Harcourt in Rivers State before transporting it to the facility in Ogere for processing.

The EFCC explained that the operators allegedly subjected the sludge oil to intense heat, allowing lighter petroleum components to pass through different chambers and filtration systems in a process believed to produce diesel for commercial sale in the Nigerian market.

The commission further disclosed that security personnel stationed at the facility told investigators that the Chinese operators had never disclosed their identities or the name of the company responsible for running the refinery.

Following the discovery, EFCC operatives took control of the premises as investigations commenced to identify those behind the operation and establish ownership of the facility.

The commission said investigations would also determine the full extent of the suspected illegal activities and possible economic sabotage.

The latest discovery comes after the EFCC's earlier operation against four suspected illegal lithium processing plants in the same area of Ogun State.

The commission has yet to announce any arrests in connection with the suspected illegal refinery as investigations continue.
